I’m an okay singer, I don’t have a very powerful voice and can’t sing high things very well, but I’m not totally awful. I really love singing and I want to become good and not be afraid to sing out loud, but I’m pretty sure we can’t afford singing lessons.

First of all, you should look into taking lessons for SURE as you will never know your potential until you learn HOW to technically sing. Second, it sounds like you should look for a vocal INSTRUCTOR, not a vocal coach. Instructors will teach you the basics about singing so you can "find" your voice and unleash it. Coaches are more about refining technique once you’ve got the basics down – as well as helping you with songs. The costs that i’ve seen are around $50 for an hour – but you could probably find more/less expensive ones. I also found these 2 sites pretty helpful to start learning about singing:
